财务计划是企业以货币形式预计计划期内资金的取得与运用和各项经营收支及财务成果的书面文件。它是企业经营计划的重要组成部分，是进行财务管理、财务监督的主要依据。财务计划是在生产、销售、物资供应、劳动工资、设备维修、技术组织等计划的基础上编制的，其目的是为了确立财务管理上的奋斗目标，在企业内部实行经济责任制，使生产经营活动按计划协调进行，挖掘增产节约潜力，提高经济效益。
财务预测是融资计划的前提。在销售增加时，要相应增加流动资产，如果销售增加很多时还要增加固定资产。对外融资往往需要较长的时间，因此要早作计划，以免发生现金周转问题。
财务预测的步骤：
销售预测，是财务预测的起点，对财务预测的质量有重大影响。如销售的实际状况超出预测很多、很少都会带来不利的后果。
估计需要的资产，通常资产是销售量的函数，根据历史数据可分析出该函数关系。某些流动负债也是销售量的函数，也应预测负债的自发增长，这种增长可减少企业外部融资的数额。
估计收入、费用和保留盈余，净收益和股利支付率，共同决定了保留盈余所能提供的资金数额。

预算控制是根据预算规定的收入与支出标准，来检查和监督各部门活动，以保证组织经营目标的实现，并使费用支出受到严格有效约束的过程。预算控制通过编制预算并以此为基础，执行和控制企业经营活动并在活动过程中比较预算和实际的差距及原因，然后对差异进行处理，是管理控制中运用最广泛的一种控制方法。
预算的实质是用统一的货币单位为企业各部门的各项活动编制计划，因此它使得企业在不同时期的活动效果和不同部门的经营绩效具有可比性，可以使管理者了解企业经营状况的变化方向和组织中的优势部门与问题部门，从而为调整企业的活动指明了方向。但如果管理者只着眼于预算目标而忽视组织的整体目标的话，预算管理则有可能偏离原来控制的目标方向。
