Governor Codey has also brought the struggles of the mentally ill to the forefront of the public’s attention.His first official act after becoming Acting Governor was to establish the Governor’s Task Force on Mental Health to report to him on the direction New Jersey should take in delivering improved services to its mentally ill.The task force report resulted in an executive order improving access to mental health services throughout New Jersey.Codey sponsored and signed into law legislation establishing a Special Needs Housing Fund,which over the next 10years will help create 10,000new affordable housing opportunities for people with mental illness and other special needs.He also signed into law a plan to forgive up to 20,000in student loans for new qualified college graduates who enter the social services industry.In addition,along with First Lady Mary Jo Codey,Governor Codey has initiated a campaign to educate pediatricians(儿科医师)and new mothers on the symptoms of postpartum(产后的)depression,to remove the stigma and shame it causes its sufferers,and show that it is treatable.
Governor Codey is dedicated to protection of our natural and historic resources.He focused on the critical importance of abundant,clean drinking water when he designated the Shark River Brook Watershed,its tributaries,and the Glendora Reservoir with the highest form of water quality protection the state affords,limiting development impacts and discharges into the streams.He led the fight to speed cleanup(清除,获利)of contaminated sites along the Delaware River,forcing those responsible for the contamination to accelerate the timetable for remediation or face severe fines.The reopening of High Point Monument,one of New Jersey’s most beloved sites,in June of 2005after years of neglect,marked Governor Codey’s commitment to upgrading our state parks.Codey also directed the State Archives to acquire at auction notable early New Jersey historic maps and documents which were in private hands,and to bring those papers home to the people of New Jersey.
Codey reestablished the Department of the Public Advocate as an independent government watchdog(看门狗,监察人(员),监督人(员))and a powerful voice for those unable to protect themselves,signed a package of election reform bills promoting access,accuracy(精确性,正确度)and accountability in elections,and shepherded through the Legislature and signed into law the State’s most responsible,fiscally prudent(谨慎的),balanced budget in decades.

The Eastern Goldfinch is the New Jersey state bird,having been so declared by Senate,No.241.
Seeds from dandelions(蒲公英),sunflowers,ragweed,and evening primrose are the main source of food for the Eastern Goldfinch(Carduelis tristis).In late July or early August they build their nests from plant materials and line them with thistledown(蓟花的冠毛).The pale bluewhite eggs of the Eastern Goldfinch incubate(孵卵)for two weeks and the young birds leave the nest when they are two to three weeks old.
The top of the male’s head is topped with black.The bright yellow body has black wings and tail.The female has a dull oliveyellow body with a brown tail and wings.The male goldfinch acquires the same dull plumage(鸟类羽毛,翅膀)in the winter months.

The state flower of New Jersey was originally designated as such by a resolution of the Legislature in 1913.Unfortunately the force of resolution ended with the start of the 1914legislative session(会议),leaving the violet with uncertain status for the next fifty years.In 1963an attempt was made to have the Legislature“officially”designate the violet as the state flower,but the legislation apparently(显然地)failed.In 1971,at the urging of New Jersey’s garden clubs,legislation more specifically designating the Common Meadow Violet(Viola sororia)as the state flower was enacted(制定法律,颁布).
The violet is also the state flower for Illinois,Rhode Island and Wisconsin.
